The Residence Permit for Investment Activity, also known as the Cultural Production Golden Visa
The ARI program, managed by Portugal's Foreigners and Borders Service (SEF), offers non-EU citizens a path to temporary residency through qualifying investments. One unique option is the cultural investment route, allowing you to obtain a residence permit by contributing to the preservation and growth of Portugal's cultural heritage.
It is crucial to remember that getting approval by the government for the Cultural Production Golden Visa and the Artistic Production option are extremely difficult to find and very few of these get approved. According to recent survey, only 1 in a 1000 of these are approved compared to the traditional Golden Visa residency by investment option.
If you're a foreign citizen actively involved in investment activities, either personally or through a company established in Portugal or another EU nation with a permanent Portuguese presence, you may be eligible for this residency option. However, you must meet both quantitative and temporal requirements outlined in Portuguese legislation.
The cultural investment pathway specifically entails transferring a minimum of €250,000. This capital must be dedicated to supporting artistic production, restoration efforts, or the overall maintenance of the country's rich cultural heritage.
Your investment can be directed towards various entities that hold responsibility in these areas, including central and peripheral government agencies, public institutes, foundations (both public and private with public utility status), inter-municipal organizations, local businesses, municipal associations, and public cultural associations.
By participating in this program, you gain the opportunity to live and work in Portugal, travel freely within the Schengen Zone, and eventually seek permanent residency and even citizenship after fulfilling specified criteria. Difficult to Execute
There are issues however, with the Cultural Production Golden Visa, specifically the Artistic Production Investment option. This is because there is no-pre approved list of artistic projects to invest in, you must first either source a a project that fits the governments criteria and then get into contact with the governing body that approves this which is very difficult. Also, the government could simply refuse or delay and never answer as very few of these have been approved.
