Portugal's Golden Visa program has long attracted investors, and now aspiring patrons of the arts can join the scene through the unique Artistic Production Golden Visa.
The Artistic Production Golden Visa provides a pathway to residency along with the freedom to travel for business or pleasure across the 26 European Schengen area countries.
Furthermore, it allows investors to get into the world of film, theatre, and art, at a currently lower cost than traditional routes. However, navigating its government-reliant nature presents distinct challenges.
The Artistic Production Golden Visa is proving enticing to those who want to spread their investment portfolio into worthy artistic projects, but it is more difficult to put into practice as you need to find an artistic production that fits the government criteria, and have it approved by them which complicates matters.
The Artistic Production Golden Visa investment does however offer a tax-exempt investment threshold starting at €200,000 (in designated low-density areas – otherwise it’s € 250,000).
While it may not promise the same investment returns as more traditional options, those seeking to take advantage of it can make a name for themselves in the industry and enjoy the social trappings that come with it.
Explains Steve Philp, partnership director at Portugal Pathways, an online platform that supports people’s relocation and investment needs in Portugal: “Many people have been considering this route of trying to find an artistic project such as a film, theatre, or similar creative projects, but it is often very slow as there is no central place to go and find projects and they then have to go through the government to be assessed before they can be approved.
‘’This sometimes creates unrealistic expectations that this is a cheap and easy route to a Golden Visa. In our experience, there’s a 1 in 100 chance of making this happen over a normal investment of €500,000 in one of the 40 already approved investment funds for Golden Visa, that have an established structure and professional teams to make the investment work and also get the approvals.’’
“Investors in movies secure associate producer status which means they’ll get to walk the red carpet and see their name on the big screen – all while nurturing Portugal’s cultural heritage. Plus, of course, they’ll get to create a network within the industry which could lead to a host of other opportunities, but most people who want to be movie stars will be disappointed to find that it is not very achievable.”
As to whether they will see financial benefits will depend on the project with which they are associated.
Adds Steve Philp: “The Artistic Production Golden Visa is a potential option for those interested in securing residency and we’ve had a great deal of interest from our clients – but we like to make sure they realise that this is not simple and can get a very in-government red tape and researching these projects is not straightforward. ‘’
Mary Harper, an investor who comes from a theatre and film background in the US, tried the Artistic Production Golden Visa route to access residency commented: ‘’ We were really excited about this route to residency by investment because of our background, but to be honest with you, the Portuguese government were so slow and unhelpful it took us months to get a response.
‘’We even eventually sourced a theatre project, but the bureaucracy was so painful we had to give up in the end and subsequently applied for a Golden Visa at €500,000 through one of the approved investment funds in Portugal that were not the arts but it still helped us achieve residency and it took a fraction of the time.’’
Those interested in the path should identify productions that are likely to be approved for the Golden Visa route – most often those funded by a public entity.
Arrange to meet with the film producer to discuss the project and, of course, do your due diligence to ensure the best possibility of a financial return.
You can apply for a residence permit once you’ve struck a deal and the production meets the Artistic Production Golden Visa criteria.
